How to plan in the absence of JavaScript

Recently, I’ve been working on a project that intends to use A LOT of JavaScript on the redesign of their homepage. And we’re constantly being questioned as to how we will ensure the page works if JavaScript is turned off. And it is a real concern. Why? Because the profile of the target demongraphic of the client shows that it is likely that JavaScript will be turned off.
